Commissioner’s Court for March 20, 2021 convened at 8:15 a.m. Comal County Judge, Danny Scheel; Precinct 1 Commissioner, Jack Dawson; Precinct 2 Commissioner, Jay Millican; Precinct 3 Commissioner, Gregory Parker; and Precinct 4 Commissioner Jan Kennady were in attendance.

The Commissioner’s Court Session began with the Action Agenda and approval of claims, the Treasurer’s Monthly Investment Report of February 29, 2008, and the County Tax Assessor-Collector’s Monthly Collection Report for February, 2008. Then, approvals to waive penalties and interest accrued on ad valorem taxes for two Comal County residents were made.

During the Workshop Agenda, several citizens spoke out against the hot topic of the proposed outer loop to the applause of some audience members.

Next, the Court approved Order No. 176, calling for a special election on November 4, 2008, for the voters to determine whether or not to set the Homestead Exemption as $50,000 for those homeowners 65 or older. Judge Scheel reiterated that this was an approval for a Special Election on November 4, and not an approval for the Exemption itself.

After approval of the Comal County Family Protection Review Committee’s recommendation for the distribution of Family Protection fee funds and the approval of an agreement by and between Comal County and WORD (Water Oriented Recreation District) for the provision of county law enforcement services, closing documents by and between Comal County and Timothy Morton and his wife Teresa Morton, for the County’s acquisition of 290 acres also known as the “Morton Tract”. Intentions for the acquisition of the land are unknown.

Approvals were then made for the following proposals: renewal for Sheriff’s and Constable’s uniform contract No. 2007PO22; appointment of Gregory Parker and Jane Warmke to the Comal County Child Welfare Board with term to expire on December 31, 2009; and the authorization of the request for bids for Traffic Control Devices for the Comal County Road department and Containerized and Bulk Asphalt Patching Material.

Award bids were rejected for vending machine services until bid requirements are amended.

Finally, Judge Scheel announced a Town Hall Meeting to be held on April 2, 2020 in the Civic Center to address the Proposed Outer Loop issue. In addition to Commissioner Court members, TXDOT, and the City Council will be in attendance. This meeting will begin at 6:30 p.m.

The next session of Commissioners Court will be Thursday, March 27th, 2008 at 8:15 a.m., at 199 Main Plaza, New Braunfels. For an agenda, check the website at www.co.comal.tx.us/agenda.htm.
