Comal County Commissioners Court highlights
Last week Commissioners Court was held at 8:15 a.m. Thursday, April 24, in Commissioners Court chambers.

The April 24, 2020 session of Commissionerís Court of Comal County opened promptly at 8:15 a.m. County Judge Danny Scheel and Commissioners, Jack Dawson, Precinct 1; Gregory Parker, Precinct 3; and Jan Kennady, Precinct 4, were in attendance. Jay Millican was absent from the session.

The session began with the approval of claims and the recognition of the retirement of Kathryn Hanover from 13 years of service to Comal County. A brief break was then taken to partake in refreshments commemorating her retirement as well as other Comal County employees who had also had years of service.

After the approval by the Court the Treasurerís monthly investment report of March 31, 2020 and the approval of supporting funding by Texas Parks and Wildlife for Predator Control to reduce the effects of predation on the hunting industry and domestic livestock production, also known as Resolution 2008-02; the Court made a final approval of Demi John Bend road realignment and the acceptance of the Construction Bond #104992086 as road surety and the granting of variance requests.

Next, was the approval of a public hearing regarding the vacate and replat of Lots 195R and 197 in the Summit off River Road which would establishing the lots as 195RR and 197R.

Also approved was an amendment to plat unit #2, which would combine Lots 1019 and 1020 into one Lot labeled 1019R in the Canyon Lake Hills subdivision.

Afterwards, an approval followed a lengthy discussion concerning construction within a public right-of-way. The County Engineerís department cited several common mistakes homeowners make when adding to their property which lies next to public roads.

Some of the mistakes in construction involved barriers or walls directly prohibiting the flow of water into drainage ditches as well as concrete driveways that stretched too far into the public right-of-way.

The Engineerís department proposed new rules be enacted upon in order to prevent any type of these issues. Some of the rules included mandatory applications for property owners to submit before building any type of structure near public right-of-ways. In addition, after approval of applications, an inspection of structures would also be required in order to be allowed to keep said structures.

Next, Commissionerís reviewed and discussed the zone plan for Jumbo Evans Sports Park in the Bulverde/Spring Branch area. The plan will be submitted to the Texas Commission on Environmental Quality by Greg Smith, P.E. with Macina, Bose, Copeland and Associates.

After the Commissionerís discussion and approval of the partial release of lien assessment for property located at 520 Lazy Diamond, in Canyon Lake for the sale of said property and the approval of the remittance of ad valorem tax refunds in amounts of over $2500, from the Comal County Tax Assessor-Collector; the Court approved a change to the Comal County Personnel Guidance Handbook for Leave Without Pay (LWOP) provisions for employees with less than 12 months employment.

This plan would give elected officials or department heads the authority to approve employees for LWOP for up to 90 days for medical reasons for that particular employee or an immediate family member.

Next the court approved a budget amendment to increase the training lines in the Sheriffís office, Criminal D.A, and Constables in Pcts. 1,2,3 and 4 as well as the acceptance of payments from the Texas Commission on Law Enforcement Officersí Standards and Education (TCLEOSE).

Finally, they approved an amendment to the 2008 budget which would move monies from the 2007 budget to the 2008 budget to cover remaining encumbrances and balances of the Constables training lines for the TCLEOSE funding.
